I have clearance issues with the 255/60 tires on my car and the fender that I replaced. I had to grind the fender lip to get the pace car spoiler side on and have some clearance. How much is needed between the tire and the fender/spoiler. Currently I have about 1/4 inch clearance.

1/4" should be enough. The factory ground away the fender at the rear corner with the 255 tires for clearance.
