I just experienced this exact problem. Using the diagram, check the three vacuum hoses on the engine side of the firewall. They come out on the passenger side. Now, follow all three of them to make sure all are in good condition and are hooked up. I had one that was sliced open causing the controller to recieve no vacuum, thus not allowing the system to work.

I have my dash and center console out if you want me to take any pictures or help you work through anything. pm me if you have any questions.

this question comes up every other day, take the solid black line off the ports vaccume switch(its the vaccume feed to the switch,,,make sure its sucking,,then remove one load(colered tracer line at a time and connect the two,,if you choose orange look at the diagram to see what orange controls then as you put the 2 tog it should operate that accuator,,,test all loads and check that color tracers accuator--------the orange and green are ''t'' ed toughter to open the passenger footwell accuator and at the same time close the accuator in the wiper well shutting off incoming freas air and recurlating cabin air(max air mode)--------------also do a search on vaccume and you'll see my posts on this----------------

And take off that "e" - it's spelled "vacuum."

I'm getting somewhere. I replace the vacuum switch behind the heater control and now the defroster works and the vents work. But the flapper in the pass kick panel doesn't move and I'm not sure of the one in the pass fender. But I am making progress.
