I have a question about my headlights. When the lights pop up the low beams are one but when they snap into place, the passenger side goes out. The bulbs all work on high beam. Does anyone have any idea what the problem could be?

Using the process of elimination, I'd say it is not a vacuum issue. That would leave us with an electrical issue. I'd start with a fresh bulb. If that doesn't do the trick, then check to see if the bulb contacts of the socket are free of corrosion. Next it check the electrical connections closest to the light. Most probably a loose ground or something simple like that. Almost forgot that you could have a broken wire that is making contact while light is rising but gets pulled apart just at the time the light is at its highest.

Sounds like a wire is snagged and the socket is being pulled away as the light assembly opens...breaking contact. It's definitely going to be something wrong with the wiring.
With the lights still up... turn the lights off and then on again (pull down the vacuum override to keep them up if you have to). If the bulb comes on, then I'd say its a bad bulb. If it does nothing then I'd inspect some of the wires.
I had an issue with the fiber optic on one side and upon close inspection found that the cable bundle to the right side head light bucket was being pinched between the hard stops when the light locked open. I used a twist tie to pull it slightly to one side and eliminated the problem. Make sure you don't have a wire being pinched here.
