Guess I should have ask if the gauge is mounted in the cluster or not. Is it a new gauge that does not use a resistor ?
6 oclock stud -12volts
9 ockock stud - ground
12 oclock stud varied resistance to ground
90 ohm resistor across 6 and 12 oclock studs

I guess I'll start at the beginning. I've been restoring a 68 convertable for 2 years now. I'm finally to the point of reassembling the dash. I had the gauges in & everything worked except the fuel gauge. I have a new tank & sender installed. The gauges are'nt the original green gauges, they are from a later year. 73 possibly. The fuel gauge does have a resistor across the 6 & 12 oclock terminals. Right now it is sitting on my work bench. I can move the needle with my finger. When it was installed it was way past full but I don't rember if thats where it was before I installed it.
You are missing input signal if the gauge is pegged full. Go to the wire that the ohms signal is coming in on and see if you have a reading on this wire from the gas tank. If you want to see how a dash gauge responds to what conditions go to this link.
Thanks for the help. I thought about today & checked the rear harness for the tail lights & fuel sender. Since none of the tail light housings are installed yet none of the grounds were hooked to the frame. I hooked up a ground & the gauge reads empty which is probably correct as there is very little gas in it. So once again, thanks & I appreciate your help & consideration.
