The flat is 'up' on the steering box...but is it on the right 'revolution'? Turn the steering box full-lock both directions. The box should be centered with the flat 'up' for a "wheels straight" starting position.

I think it was a little more than 1-3/4 rounds each way

Look up Jim Shea's papers on this(should come up with a google search) I don't remember exactly which years, but I think some mid 70's years actually had more revolution one way than the other. Make sure your pitman arm is also straight front to back(or 12 to 6) when your steering gear is on center. 1 3/4 each way sounds about right to be centered(or damn close). Also make sure that the tie rod ends are in the same holes in the spindle. Many of them have 2 mounting holes to change the steering ratio. The standard setting is in the outer most hole. I know this is standard stuff that you probably checked, but just throwing it out there.
