How do you resolve the issue of the bouncing fuel gauge needle?

There was a video around here from a vendor search it the guy goes through all the possible problems

Mine was bouncing, well still does to a point, but now it wont read much more than 1/2 tank even though full and some times will stay below 1/4 so now I can't trust the gauge. I'm not at the point to where I want to pull the gauge cluster but think I will have to so I can at least change the fuel gauge out, which is probably your issue too...
