OK so it sounds like so far tings might be working as intented.
I'll go ahead, start the car and let is run for 5-10 minutes and as it warms up the coil should let the choke plate open more. Right?
If it doesn't then I should open up the black cover and see if the bi-metal strip starts to wind or unwind with voltage applied.

Turned on engine, let it run and sure enough in about 5 minutes it started opening up all the way. Guess its working fine now.
I'll try it again tomorrow, see if its closed while cold. then start it up and see if it opens.
