Default Control Arm Bushing Install

I am ready to install my control arm bushing. I am them in the freezer chilling..

Do I push them in as far as possible so that the metal shell is against the control arm? I thought I recall reading that they need to be installed just short of being all the way in.

Can someone confirm?

AFAIK, the flange of the outer shells go flush against the control arm. That's how I did mine.
