Timing Advance
How far can a small block be advanced before it is harmful to the engine? I am experimenting with water injection, I have the timing at 116 BTC.

Without being on a dyno, I can't see how you can determine if anything you're doing is making more power. The general advance curve for a GEN I SBC is pretty well-documented, and more advance doesn't automatically mean more power.

Disconnect vacuum advance, rev to 3000 and check advance. Any more than 36 will not make any more power on a GEN 1 small block.

Initial timing at idle means nothing especially when the advance curve is not specified. The factory settings are simply a reverse engineered reference number that make it easy to set timing during 'tune ups'.

The factory setting also 'detunes' the engine for lower power [hence, lower warranty costs for GM] and for lower emissions.
