Myself I use the conservative approach and own 2 standard bore 400 Chevy blocks. But my power goals are under 500hp as I want a good drivable car for the street with enough guts to race with. Also look at it as seasoned block that should maintain better ring seal.
A standard bore chevy 400 block will set you back $400 which is a good part of what a much stronger aftermarket block will cost so upgrading is really a personal decision.
I've come to the opinion over the years that expensive high performance parts should be bought once you know you need them rather than just question if you the need for stronger more expensive parts. Most that race for money or track or class standings know what works and what they need because they see the need with their own eyes not just their imagination or hearsay.
Hope this helps.
