Default Ammeter pegs at +40

My ammeter is pegging at +40 with ign off, ign on, engine running and even with batt disconnected.

Is it toast ? Is there a way to test ?

Not exactly sure why, but I think the ammeter is dead. I put a clamp on style real ammeter on battery and the readings are normal. #strange

Default Testing the battery gauge.

Connect a GROUND to the TOP terminal and momentarily apply 12 volts to the BOTTOM terminal.
The needle should deflect downward.

Connect a GROUND to the BOTTOM terminal and momentarily apply 12 volts to the TOP terminal.
The needle should deflect UPWARD.
