Inner headlights not working

Inner headlights not working
I have not had this car very long and I just noticed that when the headlights are on ( either high beam or low) only the outer headlights are working. Any thoughts on how to best troubleshoot this problem? Thanks in advance for the help.

For C3s, the inner lights are high beam only. Check to see whether they are plugged up and the lamps are good.

The outer bulbs should have two elements, one for the low and one for the high. The inner bulbs only have the single element for the high. So when the low beam is on it's only the outside bulbs and when the highbeam is on it's all four bulbs using the second element in the outside bulbs.
First, like mike said, are the inner bulbs plugged in (simplest fix but why are they unplugged)
Can you tell if the second set of element is coming on inside the outside bulbs? if it isn't the problem may be at the highbeam switch. If it is, the wires are just jumped over to the inner bulbs so there shouldn't be an issue, check the bulbs or check the plug with a test light (would be odd that it doesn't work)

plug one of the outer plugs on the inners to see if the bulbs are good
