I'd vacuum out the excess rust flakes, see what you have. It may be okay.

Based on what I'm seeing here at the bottom of a vacuumed out no 2 mount, and looking up as well, I think I am looking at almost exactly the same type of repair that was done on corvette restoration.com. Basically patch all 4 corners of the windshield. Not pretty, or easy, or fast, but doable.
