Default wiper actuator pan 'boot' off- vacuum leak?

I plan on fixing today but was thinking.. since wiper door nor wipers are working and lights only occasionally raise few inches- I noticed other day the boot was off the groove it is suppose to be in and just laying there.. I thought just dust protection but now wondering could it be a vacuum loss? it is the one for the wipers and it is a 1971

if you mean this accordion boot then yes it's just a dust cover and doesn't cause a vacuum leak


If you disconnect the various vac lines and cap them off or pinch the lines closed you can separate the different systems and start tracking your vac problem

Under the dust cover boot is a smaller one on the shaft which does form a vacuum seal.
