Default Rocker panel screw hole question

So finally got the correct screws for the rocker panels and was just wondering if this:

Metal insert.

Wondering if that metal piece is supposed to be there or if it is supposed to be empty like the rest of the holes.

Can't get the screw in with that so I'll just skip over that hole for now. Let me know what purpose that serves. Thank you.

As I recall, those are #10-24 threaded inserts; and T-nuts (as mentioned above) will substitute for them. Several of mine were rusted to oblivion, so I removed what was left of them, cleaned the surface off well, and inserted some stainless steel T-nuts with a bit of epoxy on the mating surface. After curing overnight, the rocker cover installed easily and well.

I took/drilled off mine and the inserts were only in the 3(or 4) middle holes. the ones toward the front and the rear wheels had regular nuts. only the middle ones had the inserts because its hard to get a wrench between the frame/body.

I found the thread size of those guys on my '73 as 8-32. But some were so damaged, I found a 10-32 tap restored those.
