Should '71 Antenna Cable Shielding have Continuity to Ground Plane
My crusty old original antenna cable does not have continuity between the outer coaxial cable shielding and the cast metal antenna mast connector that fits into the metal grounding plane under the body....
Should it?

I believe so, yes. I had to run a second ground from the housing to the frame to get reception again. I bought replacement parts but the weather is still too nice to tear apart the car

Yep- and on a fiberglass body the ground plane needs to be grounded like Rescue Rogers said for decent reception. And the coax shield need to be grounded on both ends to correctly "shield" from interference.
