I'm not sure that the answer given is correct, but most often that coating is used for firearms (no offense intended to MelWff). You can go to calvan.com and look at the parkerizing kits, I haven't used them but they have been mentioned as a good kit supplier for people building 80% 1911 Pistols.
I should also mention that some of my Holley Throttle Blades seem to be Parkerized and some appear to be Blued (as in Gun Blueing)

Yes- I have "black oxide type", gun-blue coated type, and aluminum type discs.
The ones I am trying to save are the dark blue steel design.
Dupont metal prep #5717S is a zinc phosphate product that I have used, but not for carb discs.

Sounds like you need to get a blueing kit, I have used a couple of brands over the years for Rifle/Pistol refinishing (cold blueing only, liquid). I got really nice results on a Gerber Knife using Birchwood Casey paste type (best ever for me, but not practical for a full firearm re-blue). I can't remember what the other Brand was for liquid, it didn't perform any better than the the B/C liquid.
