79 tach pegs on start

79 tach pegs on start
When I crank the vette the tach pegs past zero so hard that after a couple cranks it moves the needle thus causing calibration issues. When I remove tach filter and connect direct everything works fine. Tried a new tach filter with same result tach pegs past zero. I have the latest wilcox circuit board and tried a second circuit board with same issue. Do I need the tach filter?

I'll test it for you for free and match calibrate it if possible.
But as I tell all others.... years ago analog movement failures were far and few between.... Now they are popping up about 10 a year. If you mail me the tach I can put it on my tester and know instantly if it works or not... but it is the easiest way to know if the issue is the tach or the car.
For the tach to keep pushing upward tells me there may be a failure and the only way to tell is to fire it up on my tester.
