Got my new oil pump today. took it out of the box and out falls this white plastic piece. I remember such a part the last time I had my engine apart but it didn't seem to be doing anything.

Does it go here? on the intermediate shaft?
Do I just bin it?
yes. it snaps onto the shaft and the pump. i did a pontiac GTO engine in the late 70's as a self-taught idiot. didn't have the retainer. shaft stayed on from NAS Memphis to pittsburgh to 5 miles from NAS Cecil Field in Jacksonville. then it popped off and finished off my first engine build. they sell metal ones. get one. https://www.summitracing.com/parts/m...gaAo__EALw_wcB

Yes there is a metal sleeve on the intermediate shaft.
Plastic collar? Go's on top of intermediate shaft? or in the bin?
Same question. Last guy didn't understand I already have the part he suggested.
The intermediate shaft is retained by the white collar.
You snap the collar on the oil pump shaft groove and insert the grooved end of the stock GM intermediate shaft until they snap together. not a big deal.
If your aftermarket intermediate shaft has a metal collar pinned to it, you do not need to use the white plastic collar.
In the bin. You got what you need already with the aftermarket shaft.
On second thought, keep it with your stock pump.
Don't throw away the stock pump, with the quality of aftermarket parts you may need it again.
If you sell the stock pump you got the collar for the buyer.
