Using Jim’s logic I started trouble shooting my horns and came right to the small contact spring. Mine was missing so I ordered a new spring, pin and retainer kit. I can make the horns sound by putting a hex wrench in the contact hole and grounding (picture below).
When I put the pin and spring in I can ground thru the pin but nothing, doesn’t make sense?
Seems to me that you have more assembly to do before it will honk, I have been looking for my pictures but can't find them at the moment. I'll search some more......... Meanwhile, show me the rest of the parts you have to assemble
Ignore the blue circle drawn, but the parts under the arrows need to be installed and then I think it will work. All the parts that install for the horn button to mount on.
The tilt tele uses a horn contact with a longer "L". It needs to contact the pin you installed. The horn wire is hot, so the horn contact creates the ground to activate the horn.
I do have the L contractor longed up. I’m just not sure why I’m not getting ground thru the new pin (Corvette Central)? It looks to be aluminum so I’m not sure why it doesn’t ground. Strange!
My 73 withT&T has three spacers. Also the restoration horn “Ring” comes with nylon pins to hold in the back plate. I recall Ernie from Wilcox saying to use the old ones. There was a post a while back where a member used some nylon screws/nuts he found at Lowes. Here are pictures of mine, Are you 100 % sure you have all the parts?? The rusty horn part has to be attached so the metal arm will touch the contact spring. Have you looked at a good illustrated parts brake down? You can see the spacers
I do have the assembly manual and will look at it again. To summarize, the T is lined up to contact the “pin” and spring. I’m not sure if I have two or three “spring shims” but will check. Regardless, I’m not getting ground thru the new pin.
When I ground a test wire and press the pin down I’m not getting ground, this makes no sense! It’s like the pin isn’t conductive. When I use a metal hex wrench and do the same test the horns work. I guess I’ll ohm the new pin and see if it’s conductive, I can’t imagine Corvette Central sending out a part that isn’t conductive?
No ground in the column, would tell me that the strap (at the rag joint) is not good. Use an ohm meter to see if you have a ground on the steering column … from the steering box to the fire wall side after the rag joint. Look at your rag joint and see how the ground strap looks. Have you had the rag joint replaced, or rebuilt?

the pin does not need to be pushed.
it must have ground continuity.

Thanks for all of the input, the horn is now working. When I de rusted the horn contact (several years ago) I sprayed some clear on it. Some got between the contact area not allowing ground.
