What's a nipper? Is it a driver who drives real close to the back of your car?

a nipper refers to a light blue civic with a 3 foot spoiler, stickers all over it, a fire extinguisher with some pneumatic air line duct taped to it and painted white with a NO2 sticker on it. Also implemented are $4000 chrome rims on a $3000 car and dork with his hat on backwards and his sunlasses on. In other words the kind of car a corvette driver always sees in his rear view mirror with the sound of a fart tube and 12,000 RPM trying to pass you. :withstupid:
