If you look in the wiper trough you'll see a round plug behind each of the latches. Remove the plug on the side that is lotched and put a screwdriver in there to pry the latch loose with the tab designed for exactly this.

OK, I got the latch to open! What an ordeal that was. Sure enough, the little platic cable mount that screws to the metal latch bracket busted. So the cable wasn't actuating the passenger latch.
