Water Neck- Dumb Ques. - Gasket, O-ring, or both?

As I took my leaking one off, I found a corroded O-ring and the remains of a paper gasket.

Are you supposed to use both? I though the purose of an O-ring was to get a good seal without a gasket. Please correct me if that is incorrect.

Also what is the best RTV gasket sealer?

Do not use both, use the o ring, make sure both surfaces are clean, smooth & true.
