Look on the RPO tag and see if it says Z51
It's the white decal with a bunch of 3 character codes - under your armrest lid or under one of the rear compartment lids.

If your RPO list is missing from the console cover, the Z51 option included heavy duty springs, shocks, stabilizer bars and bushings, quick ratio steering, engine oil cooler and an extra radiator fan. While some of these parts could be ordered without the Z51 (oil cooler and HD radiator) and others could be added by a previous owner, the steering ration would be the hardest to change. I'm sure someone here can tell you how to find out which one you have.

Sorry,to answer your question,no the RPO's are not in the VIN#.
If they are not under any of the lids,they have probably been removed.
You would have to order a duplicate.Sometimes there is a build sheet stuffed under the seat,or glued to the fuel tank.

Those are the only 3 places I've ever heard a C4 RPO tag being placed. I don't know what can be broken down by vin#. There's a really well laid out RPO FAQ on www.c4guru.com and one here

My car didn't have the RPO sheet either. If your steering wheel turns more than 1 3/4 turns (I could be wrong about the exact #) from stop to stop, it's not a Z51. I'm thinking mine turns 2 1/4 or somewhere close. Someone will chime in with the correct number for you, I'm sure.

Also, if you know for certain that your wheels are original, you will have 8.5 inchers up front and 9.5 in the rear. Specific to 84 only, I believe.

In '84, over half of the production run came with Z51 Here's a link to the available options and their cost.
If you want some nice documentation for the car, you can get copies of the build sheet and the window sticker from the National Corvette Museum The build sheet is what followed the cr down the Assembly Line to tell the workers what to install on the car. The window sticker will show the base price, the optional equipment and the final MSRP of your car. It will also show the name fo the dealer that got the car.
Just give them your VIN and you will get the pages. Get them laminated for display

Crawl under your car and look at the markings near the ends of the springs, if you do have Z51, you will see:
Front: 'BMB', the part no is 14045782
Rear: 'BMH'. part no. 14045786
if its got the standard gear, you will see:
Front: 'BMA', the part no is 14045781
Rear: 'BMF'. part no. 14045785
this is only true if you have an 84 different year cars had different codes on the springs depending on the spring rate. you can also measure the dia of the sway bars, check the # of turns on your steering wheel. i wouldnt judge by rim size oil cooler or how many fans too easy to change that stuff and some is not z-51 specific here is a link to a chart that has the sway bar dia and spring rates.
