My 90 vette does the exact same thing. I have brought this up awhile back, but noone knew anything. Looks like we are the only ones. I may just place a small piece of tape over it.

Check the wiring for damage.
Runs from the bottom at the seat belt anchor into the center console tunnel.
Should be a connector terminal at the bottom by the anchor.
May just need to replace that part of the belt system.
Gunk and other stuff gets into the connector and messes with the wiring.

Mine does the same and the other 1990 Vettes I've seen on Youtube have the same issue. From what I've been told the module is below the battery on the frame. When the frame is a little corroded the module uses more voltage hence the seatbelt/airbag lights. Remove the battery and clean the frame around the module and use some dieletric grease on the connections and this should help. I'm planning on doing this to mine this winter, Hope this helps.

I believe the others are on track here. If you have a code for the INFL system (like a rusty sensor contact), the INFL REST light will light on the DIC and the seat belt light will also stay on. I am guessing the bulb in the DIC is burned out or removed? Once you check for codes, and fix the sensor if necessary, you can reset the code. I had problem because the FSM said to ground the lead on the ALDL connector as part of the reset sequence. That did not work. Turns out you have to use the ground lead on the ALDL using the reset sequence and it will reset on the first try.
