Replacing Antenna Ribbon, Need to shorten???

I am replacing the antenna ribbon on my '93. It lacks about 4" from retracting fully, do I need to cut 4" off or try to feed more in before shutting key off?

are you sure you removed all the old ribbon?

I ended up opening mine up to access the last of the old one.
