Dimming photo cell
I didn't realize the dash lights are supposed to be on in the day light until I saw a thread about replacing the photo cell. I'm a little confused about the testing procedure - my dash lights works with the parking/headlights on, and dim down if I adjust them at the light switch. But only the speedo is lite up - not the rest of the gauges when the light switch is off. My car is a '94 and most all I've read covers '84-89 - anything different for my car? I tried shining a light at the photo cell and nothing happen so I assume it's bad.

The PHOTO CELL is only for LCD dimming I always thought. I'm quite sure the FSM 8A section has specific sections for INCANDESCENT LAMPS and LCD on both the C68 control and cluster. It's important as always to maybe consider the "YEAR" of the car. OP seems to have a '90+ so .....................
Light switch controls INCANDESCENT? I'm quite sure

The car is a '94 - the incandescent lamps works correctly - the tach and gauges do not light up in daylight - the lighted buttons for the HVAC, radio, etc do not light up with the headlight switch BUT the tach and gauges do light up with the headlight switch. I don't have a FSM. The fuse (#27) is good and also power at the fuse box. Does the photocell play a part with this problem or do I have a ground problem. I must also add I've only had this car since August so she's all new to me.
