Don't do an opti unless it is bad. Sometimes optis are bad right out of the box, so there is no guarantee you will be improving anything by putting on a new one. If the car runs good, just drive it.
Power steering flush, it probably needs it. This may be bad, but my 92 has 170k on it and I have never flushed the power steering, and it does great.
Why is he pulling the exhaust manifolds, is there an exhaust leak?
Put shocks on yourself, clean the throttle body yourself, and do plugs and wire yourself. See how it is from there.
Plenty of info out there to do these things yourself. Have fun.

Skip the optispark! IF and when it needs replacement you'll start to feel a difference in performance. Like others have said, change the fluids and do as much as you can yourself.

I agree with most of the guys points here. Don't do the opti yet. Do the fluids and filter yourself. Once you get a little more comfortable with the engine bay do the plugs and wires yourself.
Probably going to need some suspension work at some point assuming the shocks haven't been touched and the mechanic was claiming play in the various areas. That can all come with time and dinero. Personally, I get way more satisfaction out of doing the work myself. If you want to pay somebody to do it because you don't fall into that category then that's ok too. Recommendations stay the same regardless of if you do it yourself or pay somebody else to work on it.
