The HAZARD is NOT the same as the TURN FLASHER. Which did you replace? Location? Number off of the old?
All bulbs 3 per side only light when you use the turn lever? Neither side does anything is unusual. Does the cluster indicator light also?

Did the lights work ok then this started?
If it started recently, have you made any changes to the car?
Have you replaced any of the lighting with non-oem style bulbs (like led's)?
Have you checked and cleaned the various grounds in the car?
Just some basic questions that may help narrow down your issue.
