There is a "speed nut" type deal on the center stud that you have to remove and then it will pull straight outward. Many of us do not reinstall the speed nut since it is not really needed.

The is a small stud in center of vacuum harness where it attaches to programmer. There maybe a nut on it retaining harness. 7 or 8 mm (9/32 or 5/16) socket

To know, and to talk about is easy. It was more painful to crawl down there to remove it.
Before you buy the new one, ensure ALL the vacuum lines are in good shape. A visual will not do, use a vacuum line tester.
The line that goes to the "vacuum ball" had a leak and took me a while to find the tiny hole.

here is my 88 programmer.

If you have a press nut that holds the silicone tubing block like mine did then you need a pair of needle nose pliers like in the photo. Go between 2 of the tubes and grab it with the pliers and twist it until it breaks. The nut is fragile. You can’t release the rod from inside the programmer because that nut is recessed. Like GM thought this part would last forever.
Good luck on your project. Programmer was put in a bad location
