Hold-on! It'a not the heater! More research needed
... aw crap! my stupid computer erased what i had written so let me summarize. the vacuum control module mounted on the inside of the firewall, above the gas pedal controls all the blend doors. take the nut off of the white hoses then remove the controller. the fittings are SOFT rubber and when the hose "manifold" is assembled back onto the controller some of those **** collapse. YOU have to be VERY, VERY careful to get the manifold over the **** and then make certain the manifold is tight! Mine both came from the factory with that thing I'm calling a manifold that has a bunch of tubes attached is probably the problem. search for the problem and there are many articles on how to fix it.
Sorry for the typos and capitals but this new laptop and I aren't getting along.
Please trust me, the solution to your problems with the heater are probably related to my post. Find a post that has more / better detail and it's a piece of cake. takes less than an hour and it costs nothing. Maybe other members can direct you to those sites. You are fighting what seems like an A/C problem but it is *PROBABLY* not. It's the controllers. Drove me crazier until I found out about this fix. Mine would only blow hot air until the controller pulled enough vacuum through itself to cool itself down then it worked normally. After my fix it works PERFECTLY all the time!
Before you spend a lot of money and can't fix it, give this a try. Look up A/C modules of something like that. Good luck!
I HATE COMPUTERS!!!
Sorry for being off the forum for so long but I haven't needed any info or help until today. Didn't mean to get involved in this but I thought my experience might help.

Got a call from my mechanic. He says the two main A/C lines have cracks and are leaking need to be replaced before he can charge the system. With that he can see if the compressor is any good and see if the radiator fans come on. I drove out to the shop this morning in the rain. The defroster and heater work.

On your comment on jacking up the car. Check out the 'Gadgetman Jack Adapter'. I have one I've some minor mods to, lifts the car by the rearend. I also made another one that lifts the one via the crossmember. Both are using a floorjack and are solid and work very well for me.
Check on Youtube, there are a number of videos on jacking and supporting a C4, good info if you find the right ones.
Get yourself the FSM (service manual), it will save you a lot of headaches.
PS - Did you wear a mask and have a gun when you stole the car ;-)

I obtained the 2 volume service manuals today. I think I will makeup the difference in price repairing the A/C and getting the fans operating. I am hoping to get the car back someday from the mechanic.

Car back to normal
Is it not working at all or just no heat? If no heat it could simply need to be flushed out. Have the heater core hoses been bypassed in the engine compartment? If so its more than likely the heater core needs replacing. Not exactly an easy job but can be done. And before you get pummeled......pics !!!
