I have an 88 with a 700-R4 and a 3.54 rear axle (aftermarket), and it will upshift from 3rd to 4th at full throttle.
This doesn't directly help the OP with the 4L60e, but I can't imagine why GM would design them different.

Back in the 80's, only the Corvette, Buick Gran National, and possibly Monte Carlo SS would allow a full throttle shift into 4th.
Buick and Monte would have been 200r4, Corvette was a 700r4.
I'm pretty sure yours is a 4L60E, but if it is a 700r4 it could have been replaced at some point with a non-vette versio.

thanks for the inputs.
I do have a 2.59 gear - bought the car in 2016 - may opt for a change to 3.07 in the future but this is indeed still fun drive.
Without a good road around me to let this unwind I may have to wait a bit to find out for myself. But apparently 135 to 140 is the range to get the best result.
