Correct. $ 53 and $ 5 of that are for the title transfer fee and local fee. The plate itself went from $75 to $ 78 since I got my last one.
The classic plate still requires a PA State Inspection and and emissions sticker, dependingo the County your car is registered in.

In Arizona the antique plate doesn't do anything to normal fees. You must carry Collector Car insurance. Maybe because we have driving weather year round not limited by winter?
Collector Car insurance means no emissions testing required.
