Have you corrected all of the door wiring and are both door components connected and you assume likely to function? Each door is part of the IP harness so I'd start with both doors and move to the IP. You've ID'd all of the component connectors of the IP harness. Yours doesn't seem to be any more difficult than others. Cable ties that have 'rose-bud' fasteners I'd think would help.

I have seen rose bud clips but not rose bud cable ties. You need holes in the steel support frame for those, right? Wish i had the assembly instructions the line workers used for routing the harness and ac ducts.

I'm replacing an entire harness in my 95 flood car. I have taken a lot of pictures of thebfactory wiring and have done several dash out jobs over the years. The best piece of advice I can give is, once the harness is loosely in place, as it appears it is, start installing the dash frame and you will find the the harness will want to naturally route itself in certain places. Did you take pictures of multiple removal phases or did you buy the car like that? Some of the wiring may not fall in place and that will require some help from all of us with early cars. We can help, just be patient and be sure to post questions about specific sections at a time. You're not alone. Here's what I'm working with:

I wish there were some good pics of someone installing a harness or ac ducts. I need the sequence and tricks to doing it. I want to save making a ton of mistakes.

in my short time here ive never seen it. these cars are now becoming cool so u get some crazy nits like u and mazda doing it (hahaha).

Ive been very deep into many early car dashes and i’ve completely gutted a 90. There are others here who have done this several times but not documented.

In the shop manual did u post a yesr?) there are “component views” that DO SHOW how chunks of the harness fit and route within the dash. very desirable for you at this point. its a manual trans, what year?

Too late for that. You bought (Correction: He was given this car at no-charge.) took on a basket-case without evaluating what was going to be needed to complete the project.

I've never done a C4 Instrument Panel or wiring harness R&R. But I've done a zillion other GMs from the 60's to the 90's. In every case, the harness and ducting is installed in the IP prior to the IP being installed in the car. When I do phases of a project such as "IP, ducting, and wiring" I evaluate how it was done at the factory, then emulate how they did it. It usually comes out pretty good.

If a flat-dash C4 is similar to a 1st Gen S10 (I've done at least 15 IP R&R in these) the IP had everything preinstalled except the external trim pieces. The heater box was on the firewall, the pedal bracket was probably on the firewall. I don't know if the windshield was installed yet or not, but shouldn't make a big difference. After the IP bolts are in, then the C100 is pushed into the firewall, the ends of the harness routed into the doors, etc.

Asses and evaluate how the factory had to do it 25 times an hour, and do it the way they did it.

The way I installed the harness was to attach it to the plastic dash first and then put the dash with the wiring in as one unit. The one major downside of this is you have to have the wiring out of the doors in order to do it. It's quite difficult to get the ac ducting on the drivers side to be in the right place with respect to the harness. I can probably find some more pictures if it would be useful for you.

Repaired the dash mount points with epoxy and reinforced with aluminum. Placed the harness back into the dash.

Yes more pics please. Is that the way the factory did it? Does the plastic have provisions for the harness clips?

1st, i have not seen 1 1/4" rose buds. 2nd, it wss not done that way at the factory, hence no holes. I would like it to be a factory install.

Looks like the harness goes thru a plastic harness
tunnel/clamp that is mounted on the plastic dash
piece. Sure would like to know how the factory did it .

According to the parts book it does look attached to that plastic dash piece.
