Not to be crass or anything but, check for the presence of fuel and spark in that order. If you have a fuel pressure guage hook it to the "schrader valve" on the fuel rail. Turn the key on and you should have 40+psi. If you don't then you need to go through the diagnostic procedures for fuel delivery. Fuse, relay, pump etc...
Hope this helps.

I dont' think it will crank if its a VATS issue.

can you hear the fuel pump running on initial key on?
check all the fuses

My 93 just did this. Turned out to be the ignition module and ignition coils.

well, I tried both sets of keys so I don't think it's VATS related.....the fuel pump fuse is not blown....the Opti is new and I have no reason to suspect water got into it....
from what you guys are saying so far, looks like it is either the fuel pump or the ignition coils....
any other ideas?

Can you hear the fuel pump prime when you turn the ignition to On? It should go for a few seconds.
Or if you smell gas, it means that you have fuel and not spark.
We're assuming that the starter is cranking hard?
Since you said you need to take it to the mechanic, it doesn't matter what we guess, you just start exercising that check writing hand...

In this case there's not much chance of the mechanic ripping you off, just come back here and give us the mechanic's diagnosis. If you get the car back and it runs you're doing good.
