It will throw a 22 (low voltage)if the volts are less than .24. If that's set between .54 -.62. An open or short in the blue or grey wire will throw a 22.
I would begin with the weather pack connection, good clean connection etc. Get a VOHM meter it is easy to check. Disconnect sensor, jump the blue and gray wire should give over 4. volt. If not check blue wire for signal w/test light to battery power should show 4. volts. If yes, grey wire open or shoted to ground, connector or faulty ecm. If no, blue is shorted to sensor ground circuit (tps, cts, oil temp, all on same ecm ground, black wire) faulty ecm connection or ecm.
The TPS should be set static w/engine off (0% throttle angle), key on. If it were the shaft/bushing, I would suspect a higher v.reading (possibly code 21). Visual is still good, as kinkage, cable etc. may be held up or sticking at static position. Then being set to .54, and after car runs drops below.24 is possible.
