Default brake question

I'm getting ready to repalce the rear pads on my 91 vert. In reading the manual,"once new pads are in place and NEW self locking bolt has been installed"

New pads didn't come with new self locking bolts . Do I really need new ones? and also how about the new bolts for the bracket and glue? if I remove the rotors?

never heard of this before, or just missed it and got lucky on a number of gm break jobs.

I think the bolt they are referring to are the caliper bolts. GM recommends getting new ones, though many of us here have done fine reusing the old ones.
I replaced all 8 bolts the last time I did a brake job just because it was the third time (that I knew of) that I'd be reusing them.
