I would absolutely stick the fart fan in the top of the enclosure, then duct to outside. Throw a few 90s in the duct, even get lined duct to help with noise if necessary.
And of course, put openings in the bottom of the enclosure where it can draw cooler air from the garage. A simple filter could be put on the vent to keep it clean in there. This is done all the time in electronics rooms and elevator pump rooms. They usually have a temperature switch also, but that's just an option. Those little fans won't do anything if they're pumping into a relatively sealed off box. Notice he said his temps hardly dropped at all.

CC - I have similar noise concerns due to my neighbor's small children...
Have you considered putting the compressor in your basement and just running the air lines up to the garage?

There a open box special at Home Depot: 2 hp, 5.4 cfm, 110, upright belt driven oiled Husky unit at home depot for $289, with pneumatic tires on it. Bastards. I know that would get me by for awhile in the shop too... Fugger draws 15 amps.
We don't have basements here on the west coast, brah.
Have you considered putting the compressor in your basement and just running the air lines up to the garage?

A cheap oil free compressor will creat ALLOT of noise, however a belt driven single or twin lunger is quieter than the impact itself. 220vac + 60+ gal tank = fewer cycles. 3/4 " galvinized pipe and dryer with oiler (unless you plan to paint) could "T" off aft dryer befor oiler.
another point 110vac compressors average approx 19amps..ask me how I know.
my 220vac draws 9.5amps. cheeper to run, quieter, less "on" time, and provides the CFM to break the tough ones or snap the bolt.
