Is this supposed to look like this?

That can't be a corvette, corvette owners don't let their cars suffer like that.
a plugged pcv valve, or a plugged air filter breather can cause that in high humidity areas. but, it
looks like the intake gaskets leaked at the water jacket, or the head gaskets were leaking, or a leaking/cracked intake manifold.
or a cracked block.
pull the heads, and check for a crack in the middle two water jackets adjacent to the center bolt holes.
otherwise, tear it all part and start from square one. crack check the block, crack check the heads, intake, and then just finish putting it back together.

that is definitely water. I have never seen it that bad before. I appears that it could be anything from a bad PVC valve (unlikely) to a cracked block. Start by removing the heads. Check the head gaskets closely. If they appear to be in good order continue with an inspection of the heads for cracks. If they look good, remove and check the waterpump and surrounding areas. Then check the block.
Another possibility is that the car was submerged in water or someone inadvertantly put water into the crankcase. Hope this helps.

Car is a 95 Z28. I picked it up for 900 bucks, blown headgasket. Car started up and ran with no rod knock, no external leakage. Had a rats nest in between the head and intake manifold on the driver side.
Heads will be off today and gaskets will be replaced and buttoned back up.

Here's how my stock LT1 engine, with 96,000 miles looked when I pulled the engine a few weeks ago. It should tell you how well maintained the engine was.
