OBDII (1996) laptop software/connector?
I see a lot software for OBDI jacks but not for OBDII.
is there free software for scanning and tuning OBDII computers on a laptop?

Not for tuning OBDII that I know of anyway. Most of it is rather pricey if you buy it. I have the Jet DST tuning system it's Jet Flash and it works great on my '96. I use software called ECMPRO to data log with. I had tried some other cheaper ones but the repeat rate is usually so slow you can't do but about three PIDs at one time.
