Default Idler tension pulley??? Can't move it????

I need to move it out of the way so I can get the driver side valve cover off and put a new belt on anyway. Last time I moved it was about 4 yrs ago for a new water pump, but I don't remember how( I thought I used a 3/4 socket wrench to move it but I can not get it to fit, please help, wrench will not fit between crossmember)

to release tension on the belt, use a 1/2" drive breaker bar, slip in the opening and using leverage, rotate from passenger side clockwise.

Since I don't have a breaker bar, I used a blunt screwdriver, knelt on the tire and carefully pushed straight down on the tensioner. Worked fine.
