Can 1996 and 1995 ICM interchange?
Found a good deal on a new OEM 1996 ICM. Can they be used on a 1995? I have not been able to track down any interchange data..

I dont think you can use a OBII ECM in an OBD I car. I know people have done backwards.
For example, the 96 has a crank positioning sensor and the 95 does not. Hopefully other memb ers will chime in and maybe a tune would take care of your goals.
Is the ECM from a LT4 Vette? I assume the LT4 Vette uses a different tune than the LT1, the rear end ratio etc.

Aren't they the same part number?
IIRC when I buy the ICM for my 92 they are listed "1992-1996"
Check it out at your local parts place.

ICM or ECM? - Ignition Control Module or Engine Control Module? , located on the front of the head on an LT1 Vette with the Coil Pack. Did they change nomenclature?

I'm talking about the ignition control module, on the head, by the coil. ECM doesn't even apply the the later LT1 engines because that unit brings the transmission under its control and is now called a PCM (as are LSx units).
The ICM for a 95 and 96 are different part numbers and there are at least three variants in the LT1 family. The 96-97 style actually interchanges with the 99 Vortec in my 'Burban, but I'm a little nervous to have two down cars at once if something goes wrong!
Anyway, I've used up my google skills, so I'm hoping someone just happens to have some personal experience.
