Where this is supposed to go? Hanging under pass side dash. 89 Vette

If that out of the bottom of the steering column, or is there one with the opposite connector coming out of the column?
If so it's likely the connector for detecting the resistor on the ignition key. If that's out of the column and the car starts, either vats is programmed out or there's a dongle on the other end that provides the resistor.

Best guess without having a FSM available.

it could be for the foot light in the Kick Panel

Looks like courtesy light circuit to me.
