For the 87 and 88 OD units, they should not function until coolant temp reaches 122 degrees F. Have you checked the coolant temp to make sure the coolant is the same temp as what is displayed on the digital readout?
You might also check for low fluid. When was the last time you did a fluid and filter change? Another possibility is that the OD solenoid is not working properly.
