rpm gauge wrong

Default rpm gauge wrong

I bought my 1990 vette in December and the previous owner told me he had installed a hyper chip. I'm assuming he ment hypertech, but the problem is that at idle my rpm gauge reads 3500. as soon as the clutch is all the way out (if in gear) the gauge is maxed out. When driving above what i think is 3500 to 4000 rpm the needle just droppes like a rock and doesnt go back up until the rmps come down. What's going on? Do i need it re-calibrated ? if so, do i send it somewhere, or is this something most shops can take care of?

gauge cluster needs attention, all the venders service them, an on line site 'battee' has diy directions.
