...for starters. Probably mor like $10,000.00 as a starting point. You may want to redefine your criteria. Especially when I read this:
Can you re-assess your budget and give us more precise guidelines?

Well, do it on a budget like I'm doing, start off with a K&N airfilter, then a Corvette TPI Intake Air Foil and a Corvette Induction Power Coupler. There's easily 30 more hp for $150. Next year a new exhaust!

How much do you have to spend on the car and what are you expecting.
Take those Corvette catalogs and throw them in the trash
Exhaust
intake system a good start
Everything in good tune should be the first priority go from there
Be honest with yourself in what power you want and where in the band you want it go from there. Make a realistic plan and stick to it.

Some years ago TPIS did an article on a build up of a '90 Vette 6-speed that resulted in about 360chp:
-ram-air intake, ported plenum, BM base & LT runners
-FL headers, true duals, etc
-160 deg T-stat with chip programming
-TPIS cam & ported heads
My prior '88 built ~300chp with stock cam, heads & headers and ran very low 13s.
If you want the most from your engine and retain the TPI setup I suggest you follow the TPIS route. With the engine running more efficiently gas mileage may no sugger much if at all, save for your heavier right foot...
BTW, if it's an A4, I suggest install a TransGo shift kit and maybe a 2,000rpm TC. When/if you get over 300 chp, consider having the A4 rebuilt with performance grade parts.

Your stock L-98 will get you about a 14 sec. quarter mile. About $5k will get you into the mid 12s. If your primary use is on the street leave it stock.

Melting Slicks
What is it you are really trying to accomplish? Bumping up your rear end gears are one of the few things that could give you quicker acceleration for not that much $(depending on what ratio you already have). Of course, that would hurt your gas mileage. Then again, if you are trying to increase performance, not much you can do without hurting gas mileage.

Nothing to this, in fact, going in the used parts direction, I think it would be a fun low buck project to try to get into the 11's for under $3k....
The used 23 degree gen 1 market is rock bottom prices nowadays.
On Racingjunk.com there is a $ 650 set of AFR 190 cylinder heads (pre-eliminator) that will work great with the L98. Find a used Superram for around $ 700, cam for a few hundred, new 2500 converter for $ 300 or used Vig for the same. Incidentals and other little expenses will suck some more money and a set of tools with some elbow grease and I think easy low 12's and even 11's could be achieved.
Many great deals on there for used performance parts.... just have to be selective in what and who you buy it from. (There is some junk out there too) Just have to do your homework.
