When setting min idle rpm, does it matter if engine is at operating temp first?

Yes. Some of the ECU's retard timing when cold which could affect this procedure. Also an engine runs optimally when hot. You may not even be able to keep the engine alive during this procedure when cold.

Yes, it's always advisable to make any engine adjustments after complete warm up.

Do it when warm, even if you're having cold/startup idle issues.
