Default 93 Corvette starts and run without the prom but with the prom will not idle and stall

1) Without the prom in the ECU the car start, idle at about 900 RPM, runs fine, but will not rev above 3000 Rpm and the check engine light is on as well as the asr light.
2) With the prom in the ECU the car starts and stall in a couple of seconds, will not run unless you keep accelerating, will rev above 3000 RPM and the check engine and ASR light are off.
3) Codes found after resetting battery and prom installed was:
C 12
1 - - - -
4 - H41
9 - - - -
4) Replaced spark plugs, both oxygen sensors, found no exhaust leak, check fuses, check all vacuumed lines, replaced the vss, checked battery voltage and checked all connectors.
5) catalytic converter not sure is it is bad but I do get a black drops of water from the exhaust.
Not sure if the problem resides in the ECU, Prom or who knows what...
Any suggestions will be appreciated, I just don't want to drive my car without the Prom.

Automatic or manual transmission? Where is the car located?

Without the prom in the ECU the car goes into Limp Home Mode. This reverts to default Fuelng and Timing maps..set in place to get the vehicle safely home.
So you have retrieved a historical code H41.
Code #41: Electronic Spark Timing Circuit Open.

My suspicion is that you have a faulty ICM (Ignition Control Module)
I would start by replacing that first

I have purchased the ICM as you "FrankieD" recommended and I was not too confident about it since the car would start perfectly without the Prom and with the original ICM and for my surprise with the new ICM the car starts like brand new... So, Thank you once again FrankieD for your help and for your kind reply and for saving LOTS of money and frustration...
