Default C4 88 horns won't toot

Horns are good, both left and right. Took them out and tested with an independent 12V battery, they work. Replaced the horn relay(behind the security screen), and the horn contact (at the steering wheel). With these two new parts horns will not sound. Does anybody know to to troubleshoot this further??:

How would one check if that circuit is properly grounded? I can get at the female side of the connector, where it plugs into the horn.

The ground is the wire that you see bolted directly to the frame right above the horn. The contact area is prone to rust. I unbolted both of mine and took some light sandpaper to the frame and then sprayed some corrosion inhibitor on the area and bolted it all back down.

Does the horn relay click when you push the horn button?

Knowing that splits the system into two pieces that will help pinpoint the problem.

I'll have to take the dash apart and listen to the relay and see if I can determine if it clicks or not? Get back to you.

It does not appear that the horn relay clicks. I don't have a stethoscope but that's the best I can hear sitting in the car.

It's loud enough that you should be able to hear it easily.

Indicates that your problem is in the steering column.

The horn grounds through the turn signal. I had this problem. The alarm would work but not the horn. I took it to the dealer, they replaced the turn signal mechanism inside the column, problem solved.

If you're not familiar with the alarm's operation, here's a quick tutorial:
Roll down the driver's window.
Open the driver door, keys in your hand. SECURITY light should be flashing.
Lock the doors with the POWER door lock. SECURITY light should go solid-ON.
Close the door. SECURITY light should go out after a few seconds.
Reach in through the open window and UN-lock the door with the MANUAL lock slider.
Open the door, alarm should honk the horn.
Disarm the alarm with the outside door lock key.

Make sure the part of the steering wheel you press to honk the horn works, the metal wouldn't touch when I pushed it in as it was bent on my 84 and the wires were disconnected, reconnected and bent the pin back and it worked fine. This was torn apart because the alarm must of kept going off and the previous owners were too lazy to fix it the right way.

Don't be so sure that your horns are good. Giving them a direct shot of 800 amp 12 volt love may make them work, but in reality they are getting nowhere near that much amperage through the electrical system and horn relay.

I had a similar problem on my '89. Horn with a jumper from the battery worked great, but from the button sounded anemic.

swapped in a new aftermarket horn and now my lil' Red Corvette sounds like a Mack truck.

It's not 'locks' - it's 'lock'. On the drivers door you should have a power door lock button/switch on the inside panel (by the opening handle) which you push forward to unlock both doors or pull back to lock. When you pull back on the button this activates the alarm after you hold up the outside door handle and close the drivers door.
