94 with weird electrical issues
Hi everyone, new to the forum and very appreciative on all the info here.
I have a 94 Convertible with a weird electrical issue. When you start the car the cooling fans run immediately and the headlights cycle open/closed.
I bought the car like this, but am stumped on troubleshooting.
Any feedback on where to start my investigating?

It would appear there has been some tampering, and there is a short.

then take the vette to a fix-it shop, as it would appear that you do not
have the skill to diagnose and repair your vette. Consider it free repair.

On mine the cooling fans come on at startup when the HVAC system is on.
As to the strange electrical issue I cannot help except to remove the popup's circuit breaker/fuse until fixed.
Get some help tracing the short circuit.

The problems may or may not be related. The PCM controls the fans and may be bad. But also it sounds like the car may be in get home mode where the fans will run if another problem is causing the PCM to go into that mode.
Do the headlights open once or keep cycling?
The headlight switch tells the headlight module to turn on and senses when it's open and stops driving them.
Could be possible a bad ground but who knows. I would look at all the wiring under the hood and see if anything looks to be cut or taped up. Look for anything out of the ordinary.
Way to many possibilities to list here but without having the 94 FSM for the car you are at a big handicap. A dealership or regular garage can't fix this. I would go to a corvette specialist who has the experience and books.
I would look for any codes that might be a problem causing a get home mode condition. The possibilities are great of what the problems can be but addressing one problem at a time is the way to go about it.
Also, with AC off, the cooling fans should not run on startup. When the AC is turned on, only the driver's side (left) fan should run.
